How to get access to the sandbox, for dev/testing purposes

I see questions about the sandbox. Is this a developer's instance? If so, how may I get access to a developer's instance?

Currently sandbox access is restricted to iCIMS partners for standard builds to the Marketplace only. Partners have 12 weeks to build a standard integration for Marketplace presence, after that time, the access and integration are removed.
